Boaz is founder and owner of “Rational Economic Project, Ltd.”, an economic consulting firm, providing services to some of Israel’s leading firms and organizations.

From 2003 to 2010 he served as Deputy Director General for Finance and Development at Israel’s Tax Authority and led significant taxation reforms, such as the “Green tax” automobile taxation, a structural reform in taxation on alcoholic beverages and beer, FUEL taxation, negative income tax implementation (income grant to a certain employee), company car taxation reform, on-line VAT reports – anti-fraud invoice system.

From 2003 to 2010 he was deputy chairman of the interministerial prices committee and acting chairman on issues of health costs, such as hospitalization costs, pharmaceuticals costs, costs of technological services and cost of infrastructures, energy and others. Simultaneously, Boaz acted as member of the statutory committee for the inspection of antidumping and safeguard duties, appointed by the Ministry of Finance.

From 2006 to 2009 Boaz acted as director for Israel Railways, as well as chairman of its audit committee and its HR department.

He graduated from the Hebrew University in Jerusalem with M.A. in public policy and public administration, following a B.A. in economics and political science.
